The user of this Job Guide will be anyone assigned as Staging Area Manager (STAM) within the Incident Command System (ICS). This Guide is designed to support both experienced STAMs and those who are training to be a STAM. As an experienced STAM goes through the ICS Operational Planning Process, they can use the checklists to ensure that they provide effective management and leading. Trainees can use this Guide to know what is expected of them and document their performance.

The format allows a user to document their lessons learned and observed best practices. The Evaluation portion of this Guide is for certifying STAM.

This Guide is based on best practices of government and industry organizations. It is to be used in conjunction with Meridian Incident Management Handbook (MIMH).
